Is this LUFS normalization?

No. It is sample-peak normalization. LUFS requires perceptual filtering and gated loudness measurement.

Which target should I choose?

−1 dB gives strong level with headroom. Choose −3 or −6 dB when more processing will follow.

Does normalization upload audio?

No. Analysis, preview and WAV creation happen locally.
